a friend of mine, had someone do their webpage for them. And when I looked it over I noticed they had 3 title tags in the index.php. the first one was the real one, the second two were "untitled document". How bad is that for search engines, will they get penalized?

That's just really sloppy code. I bet browsers and search engines suppress the second and third one. But really, I have no idea. I've never really experimented with that (and won't since I don't plan to use such code).

But with coding that bad, there's probably a whole lot more to be worried about.
