Web Cam

I have an older Pentium II with Win98 second edition. I use it mainly as a word procecessor and to surf the net. I have a site with a web cam that updates automatically when I am connected with AOL. I am trying a new ISP and when I connect to the same web cam I have to click the reload button to get a new picture. Any tips ? Thanks.
