Yes & No. You'll still need fans pointed towards your PC if you run it outside a case, as proper airflow is more important than ventilation. E.g., some people leave the covers for open PCI slots off, hoping for better ventilation, but that often makes the CPU run several degrees
hotter. You want one entry point for cool air, and one exit point for warm air. Proper airflow design works, and that's one factor that makes some PC cases more expensive than others.

Too much dust
can cause problems, but fans suck tons of dust into computer cases anyway. If all your components are outside a case you're much more likely to notice dust buildup & not let it go on for years. But then yeah of course there'd be a greater chance of damage or of getting liquids and bits of crap inside.
