If i go on my nintendo DSI browser will it cost money?

Twitter and Facebook are websites. You can only get to them through a web browser. So if you are paying for access that way then, yes, technically you are paying for using them (are you paying on an hourly basis for Internet access, or is it a flat monthly charge?). Your phone is your phone; the charges are generally separate unless you have bought some sort of a combined package.
