how to update Eclipse library life.

i am using eclipse in window 7 64-bits. i trying to create a project using eclipse.
i am following this tutorial to start my project
file:///C:/Users/James/Desktop/kow/Android%20Development%20Tutorial.htm
what i do is that i click Window=>Preferences, after that it should show a android sub function below general, but i cant get it over there. so, is there any way to update the software or add the android sub function.

Follow the instructions and images provided in that tutorial and see if it works for you.
