Can nfl teams have internet accesss, replay monitors, and other media technology during the game

I've heard the announcers say that the coaches in the box can watch the TV telecast, but with the sound muted.

Is there a rule that they cannot have mobile devices on the field (ph0nes, iPad, etc.). You always see QBs looking at printouts and snapshots to compare defense alignments. If allowed, i would think they would use technology.
