vista: why consent.exe want TCP??? (is it safe to block?)

I mostly use Linux cause I don't trust microsoft. But when I do boot vista my new firewall software advises me that consent.exe wants outgoing TCP.
I did a google search and found others asking the same thing but while it seems that consent.exe is needed, nobody said why it wants to access the internet. Nor whether telling my firewall to block such access would result in problems.

Does anybody know what data from my pc This UNSIGNED application might reveal (even to an allegedly trustworthy organization) ????

Or if it's safe to routinely block on general principles?????
