Text Editor (or screenwriting software) Capable of Rearranging Subsections

I'm looking for a text editor (or screenwriting software) capable of rearranging subsections just by clicking and dragging. Basically all screenwriting software is capable of rearranging scene, but I don't want that. I want to be able to rearrange sections of dialog (so two or three lines sections).

I just checked with my favourite editor (UltraEdit32) which costs 60 US dollars and you can highlight a block of text and drag and drop it somewhere else. Then I checked my second favourite (SciTE) (which is free) and you can do it with that as well.
