If an electron exists as a wave upon being observed, and all matter is surrounded by electrons, is all matter existing as all possibilities until being observed.

Meant to say, if an electron exists as a wave, until being observed. In a sense, the electron is cognitively aware of it being observed and responds by collapsing. We could say our aura would be the cause of this, by a camera in a seperate room poses the same results in a two-slit experiement. Why is this?

The paradox is generated by the assumption that "the observer" and "observed" are existentially separate "things". Some philosophers like Merlau-Ponty attempt to describe perception without such a division in the sense that "reality" is an interactive construction. Consider for example "reality" to be like a river with observer and observed as banks and current respectively. The "river" is dependent on the interaction of both "structures" but we as one of those structures cannot abstract ourselves from the situation in order to view it "objectively". Note that unlike "science" this is not "a theory" giving functional predictions.
