DO i have the right to have a friend or relative as emotional support at a military hearing if i give my permission for that person to be there ?

I suggest that you do a web search for the Uniform Code of Military Justice, if you are a member of the armed forces of the United States.

Or the manual of court martials. Or the JAG. They have to provide you representation, and should be able to answer such questions.
