My modem on my laptop doesn't connect to the internet. I've only had it for about a year. When i dial the number to connect the modem starts to stutter and then doesn't connect. Could it be issues with other programs or is my modem shot.
Sounds like the modem is shot. Have you got an external modem that you can test your connection with. You might want to call your ISP and check that all the settings are correct.

Yes. It could.
But it could be a lot of other things. Without a lot more information it's not possible for us to tell you which.
It could be a wrong number being dialed. It could be a faulty phone cord. It could be software.....
But to narrow it down you'll need the process of elimination. To determine whether it's the dialed number different numbers can be tried.
To determine whether it's the phone cord the cord can be replaced.
To determine whether it's the modem the modem can by physically tested (you should probably ask a technician to do this) or in can be placed on another computer and tested.
But without attempts to eliminate the possibilities the only answer to your question can be: "Yes. It could be the modem, it could be software, but it could also be many other things (like number, cord...)"
