It compares aliens to national border type aliens . To get views on the space aliens they asked people in South Africa what they thought of Zimbabwe refugees....district 9 is one of the locations/suburbs where they keep illegal immigrants .

I enjoyed it . Good special effects, apt comparisons, humanistic themes.
