Depends on the judge who hears the case. Recently a judge got in trouble because it was determined he was over sentencing young teens to privately run JD centers because the institutions were giving him illegal kick backs. The institutions were getting money from the state based on how many inmates they had, so it was in their interest to keep a well stocked prison.

If it is thefirst time and he did not used a weapon on someone zero time would be my guess.

This could probably be referred to juvenile court or even a youth caseworker. (depending on the "crime.")

This person should have a lawyer, and should be asking him or her that question. That's why you have a lawyer in the first place.
