I really rather doubt that people make conscious choices about these matters. Some days, people are compasionate and caring. Other days, they've got a headache, or a disappointment, and don't care how you feel. Life is like that--people respond to things about which they don't give any thought.

That's one part of it, yes, but then there is the difference between a good watch dog and a vicious beast.

Probably so. People don't often intend to be bad, they intend to survive and prosper. Good or bad lies in which side of the fence you're on.

Those are certainly subjective terms. It is to me foolish to suggest that people are consistently motivated by conscious choice.

The basis for motivation is most likely instinctive. We do have a tendency toward carrying those instincts to the extreme.
Doesn't it seem as though restraint requires concious choice?

Yeah, perhaps it does. But the geneticists are now telling us that community and compassion are evolutionary products--so, who knows?
