What's a good time for an Olympic hopeful in a 100 meter dash?

Odd question, I'm writing a story, and I need to know a good time for an Olympic hopeful in the 100 meter dash. The story is set in 2008 so I know the Olympic Qualifying time that year was 10.07 seconds for men. So would it be reasonable for an Olympic hopeful to be running 10.3 seconds and be looking to shave off those last 0.23 seconds? Or should it be a larger or smaller margin?

@MrIVI,
isthe story going to be read by a wider audience? If so, I wouldnt sweat such minute detail or you will be in danger of losing your target readers
