NFL ruling in Browns Game

In yesterday's game, the Browns QB was sacked and the ball flew forward. As the ball was rolling on the ground the referee blew his whisle and signaled an incomplete pass. Isn't the ball dead at that point? The Bills recovered the ball after the whistle, and challenged the call (it was ruled a fumble). Consequently, the Bills were awarded the ball. HOW? At worst, the ball would be dead where the whistle was blown and it would have been 4th down for the Browns. Am I missing something?
