ok so my husbands baby mama wants him to sign his righs over and she'll take him off child support... my question is is this possible?

Are you in the US?
If so, yes. If the father signs away his parental rights, then he no longer has anything to do with the child, including financail obligation support or visitation rights.

Why would the baby's mother want that?

@PUNKEY,
not true. the father is liable for support regardless of his parental rights unless and until the child emancipates or someone else legally assumes such rights (adoption etc) IF said child support had been court ordered.
