A laptop that I work on has peculiar issues.
The standard buttons on the top right of every window (minimize, maximize, and close) as well as all the option boxes, check boxes, radio buttons on nearly all the applications are garbled. All that shows are some unrecognizable gobledy-gook which makes it difficult to tell whether certain options are checked or not, or are just plain annoying.
The system is virus-free and runs perfectly well otherwise...
It is a Gateway Solo laptop running Win98SE
Has anybody else experienced this kind of issue before?
Have you tried changing the display resolution?
Yes, it doesn't fix anything, but what would that do...
I'm experienced enough to know the difference between resized and garbled. Also it is a laptop, with a native resolution, so changing res would not be a viable alternative even if it worked...
That's weird.
It's possible that part of Windows has become corrupted.
I've never seen the particular thing you're experiencing though so...
The only thing I can really suggest is a quick re-install of Windows and see if that corrects it.

Figured it out this last time the system showed up on my desk. It is a missing/corrupted font file. Windows uses fonts to contol the images/symbols on system buttons, so when the file was corrupted, all the images were messed up.
