answer to the below riddle

There was a message passed on to all the secret services agencies.It supposedly contain such information that those who had it could dominate every other agency.The key was such that the first and the last digits were the same and was a 7 digit number. The CIA won the bargain and was supposed to get the key to decrypt the message.But they never heard from their agent who went to make the deal.Instead they intercepted the following message sent to the KGB :
