Eisenhower was good as a General but poor as a president. The only worthwhile thing he did was alert the world to to approaching military/industrial complex coming into power.
There is a little known fact about border crossings in Mexico. It's always been "allowed" to some degree. The reason being is if people didn't come here and send money back home, the grinding poverty in Mexico would make the people overthrow the government in a revolution. There is a danger of that happening anyway now.
That fence is going up because of an expected flow of refugees fleeing the fighting someday.
It also holds Americans in, in case we need to be "restrained" for some reason, someday.
