Welcome to a2k, leubner. I tried looking for the phrase at amazon.com with their Look in the Book feature, but only got Jane Austen for results. Maybe someone else here will have another idea of how to find it, or knows of the author you're looking for.
Do you have any other information i.e. when the book was published or its subject matter?

Actually, I have already searched extensively on the Internet, as well as having a library researcher I know look for it. I was hoping that someone into quotes might remember seeing it recently in a novel. I have a professor who is looking to stump the class on this one... Thanks for your help, though!
