Why cant I receive E mails containing attachments, I get a Message at the top of the Email with a picture of a key, and a message saying [OE removed access to the following unsafe attachments in your mail] How can I prevent this from happening?

Open Outlook Express. Go to Tools>Options>Security. Clear the checkmark from the "Do not allow attachments ... " box. Click OK. That should do it. Be certain, however, that your Anti-Virus program is set for real-time scanning of emails and attachments.

I did what you suggested and unchecked the relevant box,
however I don't really understand how to do the second part of your suggestion to my norton anti virus.

I believe as long as Norton Anti-Virus is left set to its default options it should afford real-time protection. Check the user's manual, or visit the vendor's website to make sure, but I think you're OK with "Set all to default" in Norton AV's e-mail options screen. Make sure also to keep your anti-virus up to date. Either set it for auto update, or check for updates yoursrlf manually a couple times a week at least.
