It must be both - balanced by the preferences and character of the people to be governed. And no, there isn't any ideal form; each has their own potential advantages and disadvantages. Just as cultures and peoples differ, so must their way of organizing their way of life. Further, any combination - due to being administered by humans - will have problems (please keep in mind; however, that when someone says "this is a problem", yet another will point to that same attribute and say, "this, we got right").

Far too much "it depends" on this subject to come to any single conclusion.

The one thing that makes most people seem lazy is poverty, because every poor person has to economize even their motion to make it through to the next square meal..Sure, in a commonwealth everyone should have a share... The Romans had their corn dole, and they even had to have limits set on the freeing of old slaves who were put on the free grain as a retirement plan...There is no reason to put public property, as this nation once was, into private hands without seeing a public benefit...As it is, the lazy rich sit on there once public property and refuse to see them selves taxed to pay for the police and military that defends them...They expect the poor to both pay for their defense, and to die in the defense of the country when their share of the country is poverty...

at least in Canada we encourage a capitialism attitude with social aspects , such as health care

As in Denmark? ..just that atm we have huge cuts in staffs on hospitals, so your most likely to die, rather getting cured.

Economies and governments are both social forms, but the are incomparable except as forms.
