I know that I should probably just ask, Russia, but I'm still thinking, Central Asia, and I'm stubborn, so:
Anywhere else in Central Asia - i.e., Kazakhstan, Uzbekistan, Turkmenistan?
Technically in Southern Asia

My first guess was Ulan Bator, but that happens to be in Northern Asia.
My second (wild) guess is Tashkent.
Nah - Uzbekistan's already out, fbaezer.
My gut feeling is still that it should be somewhere around there, though ... but if it were Afghanistan those buildings probably wouldnt all still be upright, though you never know ...
OK, what other (former) communist countries have you guys not mentioned yet - fealola, is it Armenia or Azerbajjan?
<thinks again>
Nope - if it's not Kyrgisztan etc because its in South Asia rather than Central Asia, then its not gonna be in Azerbajjan or Armenia either.
OK, I'm going for Afghanistan after all ;-)
What a pleasure this is, the looking I wouldn't have gotten to otherwise. Love this so called game.
I guess I should add that I am never adverse to more info, knowing places have complex histories and that this is a game thread. Once in a while we might open tangent threads... For example, when I went to Guatemala in the early seventies it was almost by mistake. One of my smart-assed friends - someone called the group of us that, once, in Tijuana, as I remember - made the reservations and I barely got off from work to get on the plane, and we happened to be going to Mexico (City) via Guatemala City. So I landed with no sense of the history, past or present, at all. I have of course read a fair amount since. That's the way I've learned some of what I know about italy too, since I couldn't just stay, I came back and read and read.
So, I never mind seeing links.
Nimh, you zoomed in on this immediately with your initial guesses.
It is Afghanistan.
I scanned the picture from National Geographic: "Soviet-style apartment blocks ironically have attained high-rent status in a city where intact modern housing is rare".
And... the city is.......??
