What is the government? Who is the government made of? Why was a government created? What is a government supposed to do? To what extent should or shouldn't a government control? Should the government be above the people it governs? If so, why?

Keep order, distribute the wealth, take care of the weak, educate us, keep the economy balanced, protect the nation, goverment consist of people who supposedly have an interest in contributing to the nations welbeing (but may also have an minor interest of power) These people should be a bit above, but not fully above the populus because, they must not be ruled by emotion, having too much pity or too much anger in taking any decition ..it will only have really chaotic consequenses, specially if this person also have military power. (though I'm not entirely sure about your defition "above the people")
