Based on the post-apocalyptic science fiction story of the same name by Harlan Ellison, and one of Don Johnson's first acting vehicles. I believe that line was spoken by Jason Robards Jr.

Correct. This was the sentence handed down to anyone who opposed the status quo of the "system". "Farm Immediately" meant "execute them immediately", a mandate which was carried out by a clown faced robot (the name of which I can't remember right now. Do you remember Brandon?).

This entire scene was beautiful dark comedy and cynical social commentary handled with a straight face by Jason Robards.
