Sometimes when I pet my dog her skin twists around, is this normal?

I'm not sure. Try the following ... um ... test.

Skin Elasticity
A dog that is dehydrated will lose elasticity in his skin. One way to test for skin elasticity is to grasp the loose skin over the dog's shoulders, lift it up as far as it will stretch, and then release. If the skin does not snap back into place immediately, it is likely that the dog is dehydrated.

It could be possible that your dog is not drinking enough fluids or water and is constantly dehydrated.

I think this is something different. You've heard the expression about something making your skin crawl? Their skin can crawl, and so can a cats. It's normally a reaction to an irritation, like a flea. I don't know if it's sometimes a sign of something bad, or not.

Anyhow, I think this is what the poster is asking about.

I think what Tsar is talking about is called turgor (spelling?) But I, an oldie human, have poor turgor and my skin doesn't do that, so I'm betting on Roger's take on it.
