Probably not, but there's only one way to find out.

Before entering the United States you have to get online approval first
via an immigration website. There you'll find out if you're able to enter
the U.S. or not.

I doubt that you could get another tourist visa. Why did you overstay the 1st one by 90 days?

was in hospital there on a number of occasion before my departure date, but was then illegal so have no writtenproof

How did it happen that you ended up in hospital? Were you in an accident? Who paid for your treatment?
While in hospital or recovering, did you contact your embassy to try to get it sorted out?

Well, if you filled out the online application form and were denied then they won't let you into the country, period. At this point you probably have to take
an attorney or speak to an U.S. Embassy in your country/city.
