What would be the effect should the following amendment be adopted:

Proposed Amendment:

The word "regulate” in Article I, Section 8, Clause 3 shall be interpreted to mean "establish uniform rules for”.

Does the Board currently have the power to "regulate"?

This amendment clarifies that power. It will have the authority to establish rules.

Well, problems of federal intrusion upon the citizens' freedom
woud remain insofar as it STILL has power to establish rules
as long as thay r uniform thru out the nation.

If u wanna curtail jurisdiction,
in my opinion, u 'll need better, more specific, language.

The amendment clarifies the word 'regulate" - but now it also limits the power. Now, the word is defined to mean that they can "establish rules" only. This is not a good idea.

IMHO, Bylaws need to be written broadly. Board policy or rules and regulations can flush out the details.

Ah, but laws are written by Congress. Rules and regulations are dreamed up regulatory commissions. Some of them can be quite creative.
