Photo shop Question

A few years ago this picture was done for me by a person in New York who I lost track of. I have Microsoft Digital Image and would like to make the picture bigger, I lost the original that was done for me. What I can't figure out is how do I add the black shading around the oval? I know how to add the text and how to add a frame! Thanks for any help!

Use the "elliptical marquee tool" to select the area you want left alone.

Then got to the "select" menu and choose "inverse".

Use "adjust bright/contrast" to darken the outside area.

That should get you the result you want.
