there is a time that my monitor have on line horizontal but sometimes it turn to normal what shall i do or what is the remedy for that problem please tell me thanks

Is a LCD monitor? Or is it an old monitor? Cause if you use it for ages, then i think you should buy a new one. Also, you should check the cables connections, from the pc and monitor and also the adapter, if you have a one.
