I have this computer and when you turn it on all that runs is the CPU fan. The HDD spins up but then that is all that happens. Is it the Mobo or is it the power supply or do I just fail and its neither because the computer is a piece of crap.

None whatsoever.
The signals do not sound
Just the CPU fan goes on really fast. This isn't my computer and i don't know if it is suppose to be running at like 10k rpm

Sounds like you have a mother-board problem. Either that or the monitor isn't plugged in.
@rosborne979,
Do you get any beep codes on startup? The MB should beep if it is operating and the number of beeps you get help you determine issues. If you aren't getting any beeps, your MB is probably shot.
