Stolen Valor Act

The Stolen Valor Act makes it a federal crime to falsely claim to have won military decorations. Here's a story of a guy who was busted wearing a Marine uniform to his high school reunion (http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2009/11/13/MNUD1AJ61L.DTL). I'm ex-military and I find it irritating when someone falsely claims a military background, but is this worth a federal crime and one year in jail? If someone used a fake background to conduct fraud, by all means procecute the fraud, but why is pretending to be a marine officer worth one year in jail when pretending to be an investment banker just gets you ridiculed?
