What are the golden rules of creating a database?
And What is the best way to create a new database using Excel? (any application or method)

Excel is a lousy way to make databases. It's not even Microsoft's proper tool for database creation (MS Access or MS SQL Server).
Excel makes what are called flat files. For the rest, go and study.

Excel is a spreadsheet, which is great for visualizing and running calculations. It is not great for storing large amounts of data.
