i want to use my 52" tv with VGA cables to my computer monitor to watch online tv in my living room. Best Buy told me I need a graphics card for picture quality. They recommended ATI Radeon 4350. Do I need a graphics card? For my sole purpose can I get a cheaper one?

You probably need a graphics card if you want decent picture quality, and you may even need a good one at that. I used to run my TV signal through a computer, and I had to upgrade my graphics card to get a decent picture on a smaller TV than you are trying to use.
