Which major CMS is best to allow different users permissions to only one page in a web site?

If I have a site called widgets.com and want to give john the ability to manage only widgets.com/john and bill the same to only widgets.com/bill. Does joomla, drupal or wordpress allow that?

@fredcms,
In wordpress you could make those pages be the user archives but there aren't any easy ways to restrict the permission levels for the main index page or the category archives.
