I assume you are talking about removed SPAM. It's a violation of the Terms of Service and the users who post the link again after having it removed (they usually join to post the link in every forum) are banned.

The email the new users receive upon registration warns about this (as does the welcome PM) yet many still try to post their links here. Their links are usually removed and their accounts banned within about 5 minutes.

Members rarely see the worst spamming because the mods take care of it quickly.
