Just offhand, I don't think they can charge for a 1099, which is their obligation to send. I do know that employers with the W-2 can charge for providing a
second copy, but not the first. My thinking is that the electronically sent file is not constructively received.
You should have an IRS Service Center nearby, if you are in a town or city of any size. Why not drop in, and get there opinion. Take any documentation you can come up with. There are telephonic options, but by they time you get taken off hold, you've usually forgotten why you called.
