I have the above problem the error message says
Cannot Delete DC78: It is being used by another person or program
I have tried to close everything down that could possibly be using it, that I can think of.
It was a p2p video message, is there anyone that can help me please, I would really appreciate any input...Thanks!

Sometimes it's the file explorer trying to read the video itself to generate a thumbnail.
Sometimes it's a process that got stuck in the background.
Try rebooting your system and giving it a try. If that doesn't work you can try booting into safe mode.
