Is it advisable to build a Q&A website using CMS such as Drupal?

Not really, the typical CMS is not very well suited for such interactions. A forum would work better, but also isn't tailored for that specific purpose.

We used to use phpbb here on this site before writing our own software (that you see now) and launching it last week.
