Do you need to like, get permits and stuff even though its your property?

does that make a difference?
unless it's in an unincorporated area it will fall under the zoning authority of the town it's located in. If it's unincorporated land (not part of any town) then you would have to see if there are zoning ordinances at the county level - sometimes there is, sometimes there isn't.

actually to be perfectly honest i would probablly make a superb structure.
i was thinking of building a superfortress underground supervillain lair though, that might get complex.
Actually, caves are relatively simple.
seems to me the feds surplussed some of their ICBM silos a while ago--might be some of those available, and that's already a long way toward your supervillan superfortress.
roger has the right idea; caves. Turkey has some good examples that you can learn from.
