The dept of education has attached my wages.
I made a payment in 1999 that was 8 years ago.
Can they really legally do this?
Let's go over the basics of Law and Finances. You borrowed money from them, right? You didn't pay them back what you owed them, right? Then, as far the law goes, that means you stole money from them!
If you're not disabled or filed for bankuptcy or are disputing their claim through a court of law, then pay them back or suffer the consequences.

Yes they can. And they'll continue to do so until it's paid back in full. They can garnish your paycheck, seize income tax refunds and they've gone as far as seizing retiree's social security checks. There is no statute of limitations on defaulted student loans and even getting them discharged through bankruptcy is almost impossible.
fishin gave me the best answer about the old college loan, without being mean or judgmental.
Sometimes the truth hurts. We all judge and are judged every day by our actions. It was not mean to write that you should pay back money you borrow. I bet you think it's mean that they insist that you pay back their money and are garnishing your paycheck??
Hope that you pay back all that you owe. Responsible people do that. After all, that loan was given to you in good faith. I didn't see your reply with anything about your being disabled.
