The only installation builder I've used personally is
Installshield Express. It's
very powerful & relatively easy to work with. It uses the new (well, since win2k) windows installer service, which is nice.
I think owi's recommendation of nullsoft's Scriptable Install System is a good bet. I haven't used it personally either, but I suspect it's at least as easy to work with as ISExpress, and certainly a lot cheaper (free). New beta versions of it include improved interfaces & features.
Also, I believe the windows scripting host that comes with windows can handle what you wanna do just fine.
