There are a few questions In have about the subject, and if anyone could help that would be great.

1. Are there different charges for offenses against teenagers vs. children age ten and younger?

2. How old must one be? I've heard about a 15 year old being charged for looking at underage children on his computer (Turns out later that he never was at all, and charges were dropped) This doesn't make any sense to me. If a child can get off to someone their own age, is that really a bad thing? And is it legally punishable?

3. Where can I read some documents straight from the government online that are better than nonspecific hear-say?

It would help somewhat if we know what country and state you and your government and its laws reside in.

There are hundreds of aspects to all of this but to address some specifics

Yes, no and maybe. There are legal issues dealing with the the age of the person portrayed in the porn and then there are legal issues with the age of the person viewing the porn. And then there are individual state laws that don't all match up. In some states there are seperate crimes for viewing/possessing porn images of children under say, the age of 6. But as I said, every state is different. And then there are also varying laws concerning were the porn was viewed. i.e. under CIPA, porn is supposed to be blocked/filtered at all public schools and libraries and there are specific provisions that apply that don't don't apply to a PC at a person's home.

Legally one must be at least 18 years old to access any porn and yes, it is legally punishable. Who can be punished is questionable.

The 15 year old was looking at WHAT kids?
On MySpace, kids his/her own age?
Or porn sites featuring kids?

ANYONE paying to see pornographic pictures of children is acting illegally.
