In the US, what is the difference between National Parks and National Monuments? They both seem like the same thing, except maybe as a rule of thumb National Parks are larger.
Someone suggested that Parks are designated by the President/Executive Branch and Monuments by Congress; but I'm not sure that's true: They both wind up being administered by Dept. of the Interior.

Actually, it's the other way around:
