I just had my computer repaired. The problem I'm having is that the small icons on the bottom now go up the side. I would rather have them go across the bottom like before. I have been trying but can't seem to do it. Any suggestions? Thanks!
Move your cursor arrow over the task bar on the side.
With teh arrow on teh task bar press down and hold the left mouse button.
Drag the taskbar to the bottom of the page and release the mouse button.
Fixed!
The advice does not seem to work. One reason that I might be having trouble is that I'm also using a new monitor. I'm now using an Acer 19 inch flat screen. Pictures are below. One of these days I'll figure out what is wrong. Thanks for helping!

You may need to unlock the Taskbar first. To do so, right click on it and uncheck the "Lock Taskbar" option.
Now, click on a part of the toolbar outside of the quicklaunch (just try a few different spots till it works) and do what fishin' said and it will work.
The trick is that you need to grab the taskbar, not any of the toolbars overlaid onto it (e.g. the row of icons you describe is likely the quicklaunch or the system tray and won't work).

I kind of worked the problem out. I'd rather have it across the bottom but accross the top in OK, too!

I can see from your screenshot that your taskbar is unlocked.
See a dotted line to the right of the start button? Click somewhere on the left of the dotted line (but not on the start button itself) and drag the toolbar to the bottom and it will stay there.
Then, right-click it and "Lock the Taskbar" so that you don't accidentally drag it again.
