Essentially, you just need a TV tuner card and software to control it. I recommend using a "media center" PC. Media Center is software by Windows that's currently the best way to do this on a PC.

I've been doing TV through computers (but watching it on big screens) for years now, and that's the best solution in my opinion.

I was actually talking about TV for a laptop but I didn't mention that.

I've looked around and they do have usb tuners for laptops, I should be buying it this weekend.
