At least one place in the Old Testament there is a well-hewn verse about discordant noise.

Perhaps this unattractive clamor is made by the wicked or it indicates the wicked....

"Discordant" probably isn't the exact word.

My fuzzy memories would be of prose from the King James Version.

Can anyone pin this down for me?

This morning I found Psalm 33:

David seems to have all his instruments harmoniously tuned for this one.

I don't know of any biblical quotation that meets all of your criteria, but please consider this one:

Only the useful ones being filial to Dear Old Dad and Dear Old Dad's Fractured Pelvis.

I do have a parade of helpful people from the Visiting Nurses and some of them are more conversationally gifted than others.
