Spec. In the city of Chicago. Is their a law,ordanance,code that vertical
clearance's be posted? If so, who is responcible for this?

Standard height
I think that most overpasses are a minimum of 15 Feet as a national standard, so you won't find them marked unless they are under that height. I'm not sure this is the case, but I believe this is correct.
