No. You have to do that manually.

I don't know about the second question though. What I know is that you can disable downloads altogether which affects all users.

You might use the Group Policy editor and restrict downloads from users under the Guest group.

When you delete the account you'll be asked if you want to remove all of that user's documents etc...
If they downloaded stuff into My Docs and then installed it from there the downloaded files will vanish but the installed progs will not.

Have a check through the docs folder to see if there's anything that's worth keeping and copy it out into your own folder. Then zap the account.

You'd have to disable internet access, just reading a webpage involved a download. But by not granting administrative privileges to the account it will not be able to install programs.
